MOFCOM Announces Announcement on the Review Investigation of Imported Neoprene Rubber in Japan、US、EU
On May 10, 2005, the Ministry of Commerce issued Announcement No. 23 of 2005, deciding to impose anti-dumping duties on imports of neoprene originating from Japan, the United States and the European Union, which will expire on May 9, 2022 after the period review and end-of-period review, the current Japanese corporate tax rate is 10.2%-43.9%, the US corporate tax rate is 151%, and the EU corporate tax rate is 11%-151%. According to the Announcement No. 3 of 2021 of the Ministry of Commerce, after the end of the Brexit transition period on December 31, 2020, the trade remedy measures previously implemented on the EU will continue to apply to the EU and the UK, and the implementation period will remain unchanged; Newly initiated trade remedy investigations and review cases no longer treat the UK as an EU member state.
According to Article 48 of the Anti-dumping Regulations of the People’s Republic of China, the Ministry of Commerce has decided to conduct an expiry review of the anti-dumping measures applicable to imported chloroprene rubber originating in Japan, the United States and the European Union from May 10, 2022 investigation. The relevant matters are hereby announced as follows:
1. Continue to implement anti-dumping measures
According to the suggestion of the Ministry of Commerce, the Customs Tariff Commission of the State Council decided that during the period of the expiry review investigation of anti-dumping measures, the imported chloroprene rubber originating in Japan, the United States and the European Union will continue to follow the scope and tax rate of the taxable products announced by the Ministry of Commerce as listed in the annex. Imposing anti-dumping duties. From May 10, 2022, the anti-dumping measures applicable to imports of neoprene originating in the UK will be terminated.

2. Review investigation period
The dumping investigation period for this review is from January 1, 2021 to December 31, 2021, and the industrial damage investigation period is from January 1, 2017 to December 31, 2021.
